EMWD’s 2024 Report: Strong Finances, Smarter Water, and a Sustainable Future

Every year, the Eastern Municipal Water District (EMWD) publishes its Annual Comprehensive Financial Report (ACFR), which details both the district's financial strength and the progress made on projects that impact local families. The latest report, covering the fiscal year ending June 30, 2024, highlights how EMWD is investing in conservation, community programs, and new infrastructure to secure our region’s water future.


Financial Strength and Stability

EMWD ended the fiscal year with a net position of $2.22 billion, a 7.8 percent increase from the prior year. This growth reflects careful financial management, increased revenues from water and sewer sales, and ongoing investments in infrastructure (EMWD, 2024a). Total revenues reached $530.6 million, up nearly 16 percent, while long-term debt decreased by $30.5 million. This financial strength allows EMWD to invest directly into programs that improve water reliability and affordability.


Conservation and Customer Programs

EMWD has long been recognized as a statewide leader in water use efficiency. One of the most valuable services available to residents is the FREE Home Water Consultation. This comprehensive indoor and outdoor survey helps identify leaks, inefficiencies, and opportunities for water savings. Customers also receive a recommended irrigation schedule and information on available rebates.


Residential customers are eligible for one free consultation every twelve months, making it especially helpful for those who may be exceeding their water budget and want to understand why. Please note that the home must not be under construction at the time of the appointment. Investing in Local Water Reliability

The district’s Groundwater Reliability Plus Initiative expands the use of local groundwater while protecting its quality. One major project is the Perris North Basin Groundwater Contamination Prevention and Remediation Project, a $165 million program that will provide enough clean water for 10,000 households each year once complete (EMWD, 2024d). EMWD is also expanding its recycled water system, which already treats and reuses over 49 million gallons daily, one of the largest programs in the nation (EMWD, 2024).


Clean Energy and Efficiency

EMWD is also reducing costs through clean energy. In 2024, the district expanded solar power generation across several facilities, now producing 21.9 megawatts of renewable energy. Battery energy storage systems are being installed to provide backup power and are projected to save $2.7 million over 15 years (EMWD, 2024). These investments lower operational costs while protecting the environment.


Community and Education

EMWD’s community engagement reached new milestones this year. The district hosted its seventh Water Leaders Academy and launched its first Spanish-language newsletter for the Latino community in its service area (EMWD, 2024f). Its education programs now engage more than 40,000 students annually, including career-focused programs at West Valley High School in Hemet (EMWD, 2024).

EMWD’s 2024 ACFR shows that the district is financially strong, committed to conservation, and investing in innovative projects that benefit families today while preparing for tomorrow’s challenges. From groundwater cleanup to renewable energy and award-winning education programs, EMWD is building a sustainable future for our region.
