ABOUT JOE
An experienced leader in the water industry
Joe started in water as a lab technician in college. Over the next 40 years he served as General Manager at local and regional water agencies and shaped state water policy as California's Deputy Secretary for Water Policy.
He has worked for and been appointed by both Republicans and Democrats, always putting the needs of the community first. On the EMWD board, he brings that experience to every decision about our water.
